Carousel Developmental Service is an early intervention and family service agency designed to meet the needs of infants and toddlers with disabilities or at risk of developing a delay and their families.
Carousel was founded over 30 years ago by LuJuana Blackman in 1989 in the Los Angeles area and has grown to cover the San Gabriel Pomona Valley and Inland Empire.
LuJuana or “Ms.Lu” as her most of her families call her, has always had a passion to serve and advocate for families who have infants and toddlers with special needs.
She has dedicated her time to instill the importance of building relationships with families first, then tailoring individualized intervention plans that best support the child and family whether in home or a community setting.
Her daughter Jazmine is now continuing her mother’s legacy by building on those same principles to service the vast and changing needs of families who have children with disabilities.
